after some reading it looks like I would want it to be derestricted with the secondary's open 100%but that's why im asking. Also to take off the top speak limiter and RPM raised. Just looking to get as much out of her as I can
Not sure I can explain British Engineering Bull. Let's try this. The ECU is a carburetor. The part number is for that carburetor. The jets are the tune. We can put any jet in the carburetor to make the bike run how we need it for the build.

Why are there tune limitations in certain model year ECUs that ALL have the same part number?
How does one determine which tunes work with which ECUs???
