Possible phantom draw?

Hey!
So i just got the Rocket 3 GT 2024 and wanted to know if this was normal or not. I was setting up my Chigee device when I came upon this "parasite drain" occurring. Again, I don't know if its normal or not but while the bike is completely off and the main switch is off as well; the fuses still have DC voltage running through them.
I took my multimeter and check each fuse (while the bike was off) and each read 12.5 volts. Any help, chart, wiring diagram would be greatly appreciated!

I stopped leaving my fob on and in my tail bag after reading that. It stays in top of my tool box now.
