Most likely yes. The 2.3L Rockets had a temperature switch to turn on the axiliary rad fan at around 190 to 200 degrees F. The old 12 minute tune was really just letting it idle till that fan kicked on. The fan wasn't supposed to come on while riding but would come on if stationary at a traffic light or just idling and would stay on after engine shutdown until the fan temperature switch got below the setpoint. Putting in a lower temp thermostat got the fan to shutoff sooner.
