Take a look at this excellent YouTube video of a Rocket 111 fork seal replacement. At the 10.27 min mark this fellows shows how he orients the seal. He places the spring down. I followed this video to replace mine a year ago with no problems.

i have been working with seals since 1966 so i know seals and what happens when they fail. it cost me a lot of money much more than a $12.00 seal
so regarding the the seal in the video
first of all if it only has one spring that spring goes up so it can seal the gear oil.
if it has a place for a spring then you can use the old one if it is not damaged
as i recollect the seals i have bought had two springs
with it installed like in the video when it gets good and hot then it is probably going to leak.
