I have no idea how much time I spent on the phone trying to match up a decent-sized saddlebag with a good mounting system. My dealer & others all I heard were 16-liter bags. The Cleveland mounting system would not change out with other bags.
My Irish luck kicked in, and I found the Supply store. The bags I ordered are from Triumph and are 25 liters, and to top it off they cost the same as the 16 liters did. they also have a lot of other goodies.
The Gal you will talk to is nice. Answers all of your questions w/o being pushy. I forgot no shipping or sales tax.

Here is the contact info.

Yeah I have bought stuff from Cleveland Triumph before.

Here are the same panniers they listed separately for US$295.00 each!
Like yours also requires the Pannier mounting kit A9518172 US$365.00 and fits
