I recently got a deal on a used Nelson Rigg Survivor Series waterproof travel pack that has a sissy bar/luggage rack mount. It also came with a roll up bag for top. Open it's 25"tall, 18"wide, 12" front to back. I had a wider bag before, but this one is the perfect length for my tent, sleeping pad, etc. With the panniers it holds all I need for touring and camping.

The sissy bar straps work well along with my other anchors- For securing stuff to my seat I've fixed a climbing runner (loop of webbing) under the front of the seat with carabiners on each end and two short runners with biners on the back rack. Between the two ends I use webbing straps with cam locks. It's secure and nothing moves around on me.
