Thread on side bag fixing bolts

Hi. Got a papir of Alex Custom bags to fix to my 2015 R3, but one of the rear bolts to fix through the rear fender is dull or flawed. What is the thread, please? Need to sharpen or remake one.
 
They're M8 1.25 and M10 1.5
On my Roadster one of the back ones always wanted to cross thread into the fender bolt. It's easy to do with the rust that develops there and any misalignment. Yours may be the same way causing the bolt to be manky.

I got these for when I wasn't using my saddlebags to have tie down points for a luggage rack. Looked good and worked great. Add SS nuts to stop from turning bolts all the way in.

I agree that the bolts are hard to start.
I think that the reason is because you will be trying to start the bolts straight and the the problem is the nuts in the fender move around and maybe crooked.
If you boggered the nut you can start a bolt/tap from the inside to repair the nut.
