Rocket 3 ems relay drains battery and bike won’t start

Some background history is always helpful - when did this start, anything notable prior to this behaviour? (even if you do not think consequential)
Do you have any non-OEM accessories installed? If so what and to where are they connected?

Just to be sure I'm understanding correctly:
your EMS remains on even with the Ignition OFF, yes?

Have you tried swapping the EMS and say, the Fan Relay?
(you would get instant verification on relay being 'stuck' if the fan runs immediately)

If swapping the relay makes no difference check the relay socket for a short between the 30 & 86 terminals.

Does it make any difference to relay EMS being on if the Kill/Run switch is in the Kill position?

I ordered all new relays and have installed, the problem started just random one day when I went out for a ride and wouldn’t start after a short ride. I jumped it off a car it fired up and ran but wouldn’t start anymore. Sometimes it will turn over a couple times but won’t start. The things I notice different are, when you turn on key gauges don’t sweep anymore, and battery drains if that relay is in. I installed ram air and cat delete pipe and it was fine until that one day it would not start after a short ride.
 
What year Rocket? Bad ignition switch? Early Rockets had switches that corroded and shorted.

The ignition switch I’m leaning toward because the gauges don’t sweep when ignition is turned to on, when testing gauges with tune ecu they do sweep

The ignition switch Seems suspect to me because the gauges arnt sweeping when ignition turned to on but

With the relays in and just after unplugging trickle charge settled voltage after a couple minutes is 12.6. With the key off voltage at ems relay is 12.6 on the 2 big wires and 11.7 on small yellow wire ground reads 11.7mv, with key on readings are the same and with kill switch hit to off no changes same volts, swapping relays does nothing they are all brand new. If I leave in the ems relay battery drained in a day, take ems relay out this new battery holds 12.6 with 630 cca for weeks. I appreciate you trying to help me out. Thank you

To add to this question key off volts 12.70 key on 12.43 30 seconds 12.34 and 1 minute 12.34, I hope I’ve answered I hate to waste your time, thanks guru

when I toggle kill switch kill/run and press start button it attempts to start 1 out of 5 times moving kill switch kill/run, the voltage on the start button goes from 12.1 on both sides of switch to crazy like all over place as engine attempts to start then dies, toggling that kill/switch makes the difference in attempting to start but it really doesn’t to me explain the battery depleting with the ems relay in, but it all seems related as I’ve never had trouble w bike before this problem. Probably nothing I thought I would just share this info
