These signs and dingo baiting have been around all my life and well before. First time I've had a sign and actually read it properly after your post. If you don't know what 1080 is the sign doesn't make sense. What it is trying to say is poison bates have been laid to kill dingos, don't let your domestic dogs loose, they might get a bait and end up dead.
