Dealer told him he would replace the carbs for 5000. Charged him 200 to clean them and said he thought it might need new ones. Wth? I think the dealer he went to is an ass and rip off. Maybe why they went out of business
Start to take off and no power. Then all of the sudden it will shoot forward. Or be riding along and act like its not getting enough gas and have no power then suddenly shoot off again.
My first inclination is fuel filter. It has been sitting a while as evidenced by the low mileage. Change the fuel filter, inspect what is in it. If it sat long enough you may have a rusty tank. The ethanol in the fuel is hygroscopic, will suck water molecules from the air. You may need to replace the fuel filter, the fuel lines and fix the tank (in that order, easy to hardest).

eta: @sweettennbabe ; also once all of that is done find a shop with an ultrasonic tank and have them run the carbs through the tank again, just to be sure whatever is in the system now, if anything, is cleaned out.

WTF the bike is not even worth $5000 does sound like a fuel problem, after sitting for a while I would order a rebuiuld kit check that the floats arew okay and clean the hell out of the carbs.
sounds like the carbs were cleaned with SOAP and water. The dealers did the work sounds like a used car dealer. Find someone else and get a proper carb soak. I didn't treat my Magna has last fall and now I have to tear down 4 carbs before riding this year.
just a thought most carbs have a screw that u can drain carb why not try to drain and catch what comes out. if nothing comes out then u have found the prob.
