I may be wrong but I think it is pre fabricated concrete plates that slip together and are held by a steel band around the out side , I carted a few pre fab concrete water tanks out west years ago but nothing as big as this ,no reinforcing in the plates, must have been for grain, cannot see it being water tight.

Probably similar structure to a water barrel, only a lot longer.
