Unfortunately those things can happen here too. Some years ago I was driving in Texas with my family, in the middle of a group of cars, doing 65 in a 60 zone. A cop going the other way turned around and and picked the only vehicle with out of state tags, me, and booked me for 70, which had a much higher fine and more points. What do you think would have happened if I turned up to fight it in court in the little town and found out that the judge was his cousin or something?
