That wire is for the blanked out part on the switch block that on other models (non Rocket) have a switch in place to turn the lights on and off.
There's something very strange going on with a neutral at the bottom of the range, I can't see it having anything to do with clutch cable adjustment.

That's a unique set up, I'd check the gear linkage would be probable cause

The gears are fine. Had to move it to see.
My heater controls are on the left side. I can't find were the plug goes. I'll just hide it lol
