Who’s Rocket is this?

I was on internet looking at pictures and came across this Rocket, who’s Rocket is this?
How did he get these matching rims from ? Spock rims I never seen these rims before on a Rocket, where they custom made? If so who does them? And how much?
The only after Market rims I know that is made for this Rocket is the graphite rims.

I saw a similar bike on a TV programme about rich people last year and one very similar if not that one belonged to the son of a Russian Oligarch.

I like it but I would have done the rims chrome and spoks black.
Is these rims available or did this guy do these rims him self and not available?
That’s one thing I wish that we had more rims to choose from like the 109 Suzuki does.
