If seriously injured when a helmet would have mitigated or prevented it, what about the taxpayers who are forced to pay the humongous medical bills?
Perhaps a requirement to post a million dollar bond if you choose to not wear a lid?
Just sayin' . . .
Riders who choose not to wear a lid, should be assigned to their own, exclusive risk pools and charged honest, actuarially calculated rates for the added risks that they currently get away with spreading out to helmeted, hence better protected (statistically) riders and fellow insureds.
