but that still doesn't answer the original poster's issue...why didn't the kit from the dealer come with all the parts?

Dealer item?
It definetly SHOULD HAVE.
crappy thieving dealer?
I think I'd call a couple of more dealers and just ask IF the kit comes with the fender rails.
I can definetly confirm the dealer in Tulsa said YES.

I just ordered this. I mentioned to the dealer it was needed he said no. Well the dealer was wrong. The assembly instructions that comes with the sissy bar kit clearly states that the fender trim kit is required (unless you mod the OEM ones). This information is the first thing you see when starting the assembly procedure. I thought that was hillarious. Now I called my dealer he has them on order when they come in hes going to call.

Now you can mod these (OEM trim) as they do not interfere with the quick release part of the sissy bar. So unless they give these tome because they screwed up. I will tell themI already modded my originals and to just keep them. I am not too happy with the way they have handled me. The original sale was good but after that I get the feeling I am bothersome to them when I call or request info, even when Im buying something! Looks like MADSS.com is where I will go since I only get a 15% from the dealer and MADSS gives 15% off the top. At least I dont expect anything from the web. But If Im putting my money locally well how bout a little appreciation for supporting local business. Just my very long .02 :D

kmutt
you can do like i did and leave them off my bike is black so it dosent make that much of a difference but thats just me

Yknow thats exactly what I got right now! And Its fitting the bill. I think I will still mod my OEM trim because I can I guess. With the extra trim you just take the rubber protector off the OEM and put it on the new pieces anyways so a little dremel and done.:D
