Seattle Triumph dealer has proven in both on Dyno and track
They realized no mater what they did on the Rocket putting the aluminum back there so K&N filters don’t suck in hot air from engine really helped, it was a big difference.
But do what ever configuration on your Rocket test it with cover and with out your see.
I’m surprised no one else has done this simple trick

I guess that if you cut the bearclaw, this wouldn't be necessary.
 
I have a cut claw with the RX4040. After I gave my exhaust heat wrap a touch up with black spray paint. I ran the bike for it to cure. I could see the smoke rising off them traveling under the tank and pretty much all of it getting sucked into the intakes. A while back one of the guys here used rubber matting. He screwed it to the bar under the LHS of the tank and cut out holes where the intakes are to block it off.
