rear fender MODS

Hey Owl, nice rear fender rack. Is that custom, or comercial? (looking for something similar for touring)

Bought it from a guy on ebay.

He told me it was from a Harley shop, but I don't know any more than that.

It is welded to the rear seat bracket, then powder coated.
