Homemade licence plates

Does anyone know the rules in Australia pertaining to the use of homemade licence plates?

A friend of mine got done by the cops ,but it wasnt so much it was home made,his was narrower than normal. It seemed that if it was the correct size and met the specs in every way,it would have been ok.
This was an adhesive backed sitcker which is legal but he had his wrapped around a curved section on a Streetbob bumper,and as I said befroe it was narrower .
You see those sticker types on a lot of sports car where this is no place for a normal number plate.

I guess I don't understand the reasoning of a private or home made plate. It really serves no purpose to LE. Since it isn't in the system (LEIN-NCIC) it can't be tracked to an owner. But I guess we aren't to understand a states reasoning. ORV sticker I get, they are numbered.
 
It only takes a few boneheads to get state trails and or links to trails closed .

Speed limits around residential areas ignored off trail use ect.

The # on the plate is the same as your ORV # , the idea is trail ambassidors , ordinary trail users as well as Leo's will more easily find out who the offenders even if you can't physicaly catch them.

A hastily enacted law IMO and wouldn't be surprised that a state issued plate will be in the works with the appropiate ( and then some ) increase passed on to us.
