Yes, it's a fairly easy program to use. I used it to load tunes on the Sprint 1050 I had, and used it on the Roadster to adjust the idle speed.
On my Sprint it worked great to balance the throttle bodies. I'm not sure if that's the same for the Rocket though.

It's not completely gone, you adjust it up to 299 kph, which is about 185 mph. That seems to be higher than most riders want to go anyhow.

Is the tune ECU the only way to move the speed limiter up? Will a PcV not do this with a custom dyno tune?

I don't think PC can raise it.

There is also a Tune ECU ap you can buy from the play store if you would like to use your phone instead.
