Will this feed a short into laptop thru Usb

Are you asking before you connect or have you done it and have a problem.

The short answer is yes a USB connection and or connector can short out. The cords themselves are capable of delivering more power then the computer components are able to handle. Shorts are rare but do happen.
 
Yes, and the protection should be in place on your motherboard if the motherboard complies with USB specifications, it is supposed to limit current to 5amps maximum for overload. The limit may be designed into the power supply, or be a fuse, a circuit, a resetable device, etc. on the board
 
Typically in windows you will get a pop up error message in the system tray saying like usb shutdown due over draw.
