Why would both my headlights have large holes in the back of them?

So in looking over my 2007 Rocket 3 the other day I noticed that for some reason there are cutout or burned out hols overed with tape on the back of each headlight. I took out one bulb housing to look at it from the inside and I don't see any reason for it. The strange thing is it looks also most like the holes were burned out or ground through, not cleanly cut. There is some wiring that looks like a ground connection under the tank that could strech to the battery but was just put under the tank and not hooked up that does go into the headlight harness. I'm ost to what or why this would be there.

Picture always helps:

perhaps a former owner had or at least made an attempt to install a HID kit. a lot of these require hole-sawing a hole for the bulb

I reckon that is what it is as I was going to do the conversion till I realised that I would have to start cutting the  headlight shells, needless to say I didn't go ahead
