Welcome to the forum. Sorry to hear about your neck and spine. I expect your legs didn't get any shorter. I have 11.5" progressives on the rear of my R3T and that did the trick for me (like you, sub 5'10"). I am wanting to upgrade to a Sargent seat with backrest, so I chose the shocks.

Seriously do not muck with the suspension to get better footing. Alter the seat, good reasonable boots and practice low speed handling.

Having never worn those type of boots/shoes, wonder if you can get an additional 2" in that heel?

Welcome from Florida...I bought a Corbin FastGun seat and it lowers you about an inch and a half. Worked for me, plus I like the harder seat.
