I have been to APG several times working as an electrical contractor and as a truck driver delivering/picking up on the base. It is a large base but mostly open space. Not that many folks working there. How the heck can they use 3 million gallons of water a day ?

That thought had also occurred to me - but I didn't want to get the Secret Service knocking on my door so I didn't mention it.
