R34ME and the others: Thanks for your feedback. Carving a steel guard looks like the best solution appearance and cost-wise. Won't be as featherlight as carbon (what a difference a few pounds or kilos make on a RocketIII anyway?) but won't be as horrendously expensive either.
R34ME, did you use a stock RocketIII guard? Lots of adavantages in my book: Plenty of fat to chop off in the first placebut, more seriously, the eventual fit-up with tire clearance, bolt holes and mounting brackets. If not, what sort of guard did you use/would suggest?

Used a stock fender, you will have to drill the spot welds off the inner captive nut plates, 4 either side this allows you to slot the fender holes so you can then drop it lower to the tyre, then simply bolt it back up once the height is right..... easy mod, and our roads are pretty rough here in NZ lots of roadworks and stones but no worries.
