I'd say try pull outward when turning the bolt, like by jamming the allen key a bit sideways pressure to give it grip.
This may help encourage it to move outward enough to get a grip and keep moving it out.
I'd be trying to get it out first to confirm the threads are pulled.
The sump pan is aluminium so you can helicoil the damaged hole - no need to replace.
But you should take the sump off altogether to do this so you don't get swarf in the engine.
Opportunity to clean both the strainers while in there.
Just need a sump gasket and Loctite 243 medium threadloc for the bolts going back on.
Be careful with torque too the sump bolts are weak, a bare 12nm iirc is the torque.
