If the cat's are in the silencers for the roadster - then just installing the TOR's or a different exhaust would eliminate the CAT - correct? Is the staintune collector just a better free flowing alternative to the stock collector?

Yes, that's correct. It's quite possibly marginally better, but as 1olbull has said, probably not worth the $.
