Unable to register tune ECU Via Paypal and Wise. Is TuneECU dead and gone? Alternatives I could use?

I went onto the Facebook Tuneecu and asked if anyone had registered and payed with PayPal and one guy said he did it a week ago with no problem. Make sure you follow instructions in the basic guide:
