Do both, that's the only answer I'll accept. 
If I had to choose only one, though, I'd go with the head/cam/exhaust package first. You get a lot more usable power (RPM) with an overall reduction in weight. A blower is downright fun, but a complicated bastard to install, run, and maintenance... and you're adding a fair bit of mass to an already massive bike. And it is highly unlikely that you bolt on a blower kit and make 300hp... that would require a great deal of supporting modification.... like cams/headwork.
