What's with my oil cap ?

Checking the oil level. Last change by dealer. Cap seemed very tight. Finally turned numerous counter clockwise. Removed cap. Owners book say "reinstall and tighten fully". This just seems to be a "plug type cap". Turning it clockwise is not going to do anything. A small piece of clear tape fell out as I removed it?

I cannot see where it is anything but a plug. Confirm?

Moved, tons of old near white throw aways
thanks, the tape was really 5/8” of cl3ar something that fell out, not a layer applied
jus5 wanted to make sure it is a plug filler cap
may have been trash blown into the outer lip of cap

yep they just a plug...the force-fed boys often blow them at high revs
