I have a 2007 Classic Touring with the leather saddlebags. They are starting to lose their shape, rivets failing, etc. and I would like to replace them with hard saddlebags. Browsing the internet shows that the only aftermarket hard bags for the Rocket are from Corbin and are super expensive. Anybody out there aware of other options?

There are a lot of bags that you can adapt to the Rocket. Here is a link that you can check out; in which we previously explored about this very question:

Ive used the Flipmeister rejuvenation kit that IDK mentioned with great results and its 1/20 the price of new bags.
My bags are 5 years old now and look newish.

I had a lot of broken rivets and after the 3rd trip to a luggage repairer,I got him to replace the whole lot. He says the original rivets were pretty crap.He had some that matched the originals fairly closely and havent broken one since.
