Sure is!! You have 30 days with PP to file a claim, don't be worried, if nothing shows at day 20 just do a non-shipping seller claim.

That 30day PP claim window is a trap, I ordered some M/C gloves from some Ahole and sort of let the time slip away went for a two week trip expecting the parcel when I returned no parcel and no response from the seller ,claim time expired bad luck!

I can obviously only speak to my own experience, but I've had multiple items refunded, probably around 10 or so, via the buyer protection process.
