You can certainly loosen the frame bolts and re-torque to see if that's your problem. You may also try running your rear preload up 2 clicks (OEM shocks) or more. That will change the steering geometry (decrease trail) which will make the problem better or worse. If it makes it worse, reduce the preload and see if ading trail helps. If so go to shorter shocks, if adding preload helps go to longer shocks. Other than that your steering head is off-center.
