Good question. We had the same problem with the f///ing Harley. On the Harley we checked the trouble codes and kind of figured it out . Low voltage clued us in. On the Rocket we do not have a clue because it is still new to us. A gut feeling tells me it is all about the same. the situation you described is the same, lights on, but nothing but the solenoid click which drove me nuts. Could not get get the bike to start so we where in the same boat you are now in. Kind of guessed and got lucky. Maybe some one will come along that understands triumphs better than myself and will educated both of us. Keep us up to date on the fix.
Maybe the clutch switch is giving problems,try taking it out of it's housing but leave connected to wiring an see if it cranks. Easy test to eliminate that prob.

Worked on a Speed Triple recently that had exactly this fault (not missing coils and plugs) but cranked and would not start. After checking fuel filter, fuel pressure, all the cut out switches, new battery etc turns out it was the ignition relay $12 later was running and didn't cut out again. Was a frustrating time.
Been messing with it all day. I have spark at all the plugs. I looked in the gas tank and found a nightmare of bad fuel, water and rust. Cleaned it up, resealed the fuel cap. I'll fill her up tomorrow and see what happens.
