Maybe a dumb question..

OK.. SO the PC3 does not take the place of the ECM or whatever it is called. It just takes what tune is in the stock computer and adds adjustment where need be. But it is still using the onboard computer as well as the PC3. Therefore it isn't getting rid of the 7%. Does that sound right?
 
The 7% is a "physical thing" and the PC cannot delete it. It requires removing the "secondary" throttle bodies restrictor plates (placed for that purpose) or something to fool the CPU to think that it is in high gear (you lose your neutral light though).
