Wondering where I can tap for power for my GPS.
Is there a plug under the gas tank that is used for fog lights?
Should I use the headlights circuit?
What will be my best bet?

http://www.fuzeblocks.com or something I just spotted, http://pdm60.com can be used to connect switched or non-switched devices if you get something like a handlebar-mounted 12v or USB out or want to hook up more gadgetry.
I got one of these and put it on the handlebars: http://www.kuryakyn.com/products/2098/electrical-power-point - having the cigarette lighter option helps for air pumps, and I even use it for my heated gloves, easier than wiring bespoke cables for the gloves. Having it right on the bars is handy.
Total cost especially if you add a PDM60 starts adding up but it's a great way to get it done. A good RAM mount for the GPS (or phone, or whatever) and you're good to go.
