The rust is one thing but they stamped the holes which deforms the disc as is evident by the lack of wear near the holes. So you get less contact area. I have used EBC rotors before and they were not as deformed as yours. Perhaps they are "off-shoring" now like many after-market vendors. Being non-stainless means they could be surface ground easily on a Blanchard grinder if you have access to one or a buddy who does. Bead blast them first, hit them with VHT hi-temp paint all over and then grind both sides to clean up 95% or better. Will look good and stop better.
