I have not yet obtained the Cam Profiles for the Rocket 3 but I suspect;
if its like a HP/High Reving Roller Cam V-8 Engine the Exhaust Popping and brief exhaust flame is the unburnt fuel being drawn out through from the Combustion Chamber, out thru the Exhaust Valve and into the Exhaust(which is a high Temps) and ignites this Fuel.
This phenomena is due to the Camshaft's overlap,(which is very much needed for quick throttle response and Combustion Chamber "Scavenging)- in a Naturally Aspirated HP Engine).
Its more pronounced when you "Un-Cork" the Exhaust (remove the OEM Exhaust Restriction).
