Chigee remote wire/ fuse tap/din

I'm trying to wire up my chigee and I do not have a multimeter. Online searches said I could use a fuse tap for the remote wire. When connecting the chigee yellow remote wire to the tap in the accessory or instrument fuses, the chigee turns on with the bike off. Am I right to assume the fuse box is constantly on and the ecu controls what turns on? Should I be trying to tap the power from the din on the left side? Do I access that through the left panel with the oil cap? Does that panel come off easily?
 
I have a "dash" cam system I installed that turns on when the bike powers up. I believe (?) it was the license plate light that I tapped into- in any event, this wire is only hot at startup. Hope this helps...

This is located under the seat, left side, a green wire with white markings, in with a bundle of wires wrapped in cloth tape. I'm using a Positap (great invention, in case you don't know about them) to tap cleanly into the wire...
