battery or fuse situation

I'd say its probably the battery. From what I have seen motorcycle batteries don't bounce back well from being totaly drained.
 
How old is the battery? The quick charge most likely caused an open cell. If you have a digital voltmeter, measure the battery voltage when you go to start it. If it drops much below 10 volts while cranking, you need a new battery.

now i have the charger set for 12v/2amp for a 12 hour charge OUT if the bike

if this doesnt work,,,,,,,could it be a voltage regulator?????

If the battery won't charge to 13V it needs replacement.
The regulator only regulates power coming from your alternator, it does nothing when the engine is not running.

1 Month old? Should be on warranty right? :D
