Do you have a multi meter?
do you have a 12volt teat light?
seems like the guy that installed the ign by pass could find the problem
take the 12 volt test light and hook the clamp on the negative battery post and make a chart of the fuses then touch the probe to each side and let me know which one has 12 volts
the one that that is blown will only have voltage on one side.
now you can lift seat to check if you have something shorted, when you lift seat it may no longer be shorted.
is that a guard dawg bypass or some other brand?
