Is this at steady speed, accelerating or decelerating?

If decelerating, then most likely you need to snug the head bearing just a bit.

If at steady or accelerating then you most likely have a wheel balance problem.

Same with me, dealer said I must have ran my front tire with low pressure which caused it to cup,

I had a belt wire let go in a Metzeler once. It was in the center of the tire and pulled through the carcass internally. Tire inflation was not affected. The bike head shake was unrideable above 10 mph. Your tire is not there yet but it sounds like you're headed in that direction.

thanks guys for response, think i will pull tire and have rebalanced, only has about 1000 mi. on it. one rainy day might tighten nut a very little. lastly, new tire...

I'd do the head bearing first, then rebalance the front wheel if needed. Would be surprised if the tyre's trashed after only 1,000 miles, even a Metz.
