The circle with the lightning bolt is a symbol used to indicate that the button below it will do something electrical ... like spin the starter motor. But, That red rocker switch above it must be in the power on position for it to work. That would be the clockwise arrow position.
It's the "Thor" button. If the stars are aligned when you depress it you get a thunderclap. If the stars aren't aligned when you press it and nothing happens, you get a Thor-ass.
In my tiny brain I see a death ray for the sh***y drivers on their phones weaving, slowing then speeding up while running numerous stop signs. Push the button and they disappear only to find themselves transported to LA, tied to a chair watching live tappings of the Hens on “The View”.
