Though you have the secondaries table set to 100% at all TP and RPM, the secondary plates are closed to 18.4% at idle. Maybe someone can answer why the ECU is doing this but it sounds like a choke. So assuming the ECU thinks the secondaries are closed down to 18%, you take them out and they're actually open 100% starting and at idle.

I'm guessing thats probably as far as the ECU ever shuts them. It starts there and then opens them to whatever the program tells it to. I know there is a big difference between set to 100% and taken out altogether, using the seat of the pants dyno.
