IAT reading is skewed

My ambient air temp, ie: intake air temp reads about 15*F. too high with key on engine off. I jumpered in a OEM gm sensor and it reads the correct temp. Has anyone else noticed this problem? I am going to relocate the sensor anyway and will use the Delco sensor because it is much more compact than the triumph sensor and only requires a rubber grommet to mount. I will extend the harness and mount the sensor directly under the tree in the plastic cover where it will sense actual air temp not the under-tank temp.
Along these same lines, I am wondering why it appears that some put a "filter" on the tip of the IAT sensor when doing the airbox delete. All the OEM sensors that I am familiar with (both intake air sensing and ambient temp sensing for climate control systems) are weaterproof and use a weather pack connector for the harness end. They are a simple epoxy covered thermistor and are completely weatherproof on the sensor tip. That being said, is the "filter" used for looks or what???

rain, ice, mud, etc. while still allowing

Guess I'll just mount it where I planned. Water certainly won't hurt these sensors, so if contamination was an issue just flush it off with water. I don't want it up on the cam cover anyway because that sure doesn't give an accurate indication of ambient (intake) air temp.
 
One thing to keep in mind is if you have the lower windscreen deflectors mounted, the air filters are sitting in dead air as you ride. The IAT will be significantly higher at the intake than it will be if measured in clean air.
