First, you have had this throttle problem for 23 years? That seems like a long term work around to me but if that's the case, so be it. Next who is "He" referring to and what does overflowing the fuel tank have to do with the problem? Another question that comes to mind is what does a GPS have to do with how your motor runs? Please be specific as to what the motor is doing, for example: the motor starts miss firing under load above 3000 RPM and if the throttle isn't changed to lower the RPM the engine dies. You might consider making a video and posting it here so we get a clearer picture of what is happening with the motor.
