I did 85 all the way from Queens NY to Gettysburg Raid, 2 up. When we slowed down to 70 for some traffic it felt like we were doing 40. The Rocket has no problems keeping up and/or being the leader in traffic. Compare it to any Vtwin for smoothness.

good price for the r3 tourer
Bought a new 07 R3 *not tourer, paid around high 13k.
with all the goodies the tourer has, that seems like a good price.
make them a lower offer, see if you can scrounge up the cash (hard to turn that kinda cold cash when they are faced with it)
they need to make room for the 08 stock thats coming soon.
If you wait till Jan 08, the bike is now considered a year older, although new to you.
(warranty begins when YOU buy it, so thats good)
If they wont reduce the price, see if they can throw in some more goodies, leather jacket, or something like that.
