Dunno, but the bikes fitted with alarms/immobilisers were affected. The shop seemed to be used to this, and their explanation was largely lost in translation, but had something to do with the aerials or communication equipment fitted to the big police station.
They directed us to push the bikes (in 35 degree heat) up the road & round the corner. When we did so, the problem disappeared.
When my brother visited Canberra a few years back his car had the same problem.He went to some hill where there was a lookout which was shared with a transmissions tower.
His car wouldnt start and the locals told him to roll it down the hill away from the tower and try again which worked.
The theory is that strong radio signals interfere with automotive computers.
