Stainless Bolt Seizing

One of the bolts on my windshield mounting bolt seized up completely. I mean it won't budge and I know the bolt will break with any more torque.
I can't tighten or loosen it at all.
This SS seizing issue is not new but I'm hoping there is a genius out there that can help.
