Yes it does come on even if you have very low mileage that year. A real PIA!!!

When you connect to your bike's ECU go to INFO and the ECU will display you what have, if memory serves it should be Keihen.

Mine had 132 miles when I inspected it before purchase and the wrench was lit. The bike was 2 years old. To clear the wrench you set a new DATE and MILEAGE, either expiring gets the light lit again.
